
The E-Enterprise Leadership Council (EELC) acknowledges the valuable leadership and significant contributions of two EELC leaders: Janet McCabe and Elizabeth Biser – and welcomes several new EELC participants.
McCabe retired in October after decades of public service. Before her appointment as EPA Deputy Administrator in 2021, she served as Acting Assistant Administrator and Principal Deputy to the Assistant Administrator in the Office of Air and Radiation. With McCabe’s departure, Mark Rupp has stepped into the EELC co-chair role for EPA in his capacity as the EPA Assistant Deputy Administrator.
Biser, who recently left her position as Secretary of the North Carolina Department of Environmental Quality, served as State EELC Co-chair in 2023 and brought valuable perspectives and expertise to the E-Enterprise partnership.
While we say farewell and share our appreciation for McCabe and Biser, we also welcome two new state members – Katrina Kessler, Commissioner of the Minnesota Pollution Control Agency, and Brian Rockensuess, Commissioner of the Indiana Department of Environmental Management.
